participative des for\u00eats en R\u00e9publique D\u00e9mocratique du Congo.<\/em><\/p><p><em>Avec une superficie foresti\u00e8re estim\u00e9e \u00e0 un peu plus de 155 millions d\u2019hectares, la R\u00e9publique D\u00e9mocratique du Congo d\u00e9tient le plus grand massif forestier tropical du monde. Soucieuse de cette importante richesse naturelle et du r\u00f4le qu\u2019elle joue dans le d\u00e9veloppement socio-\u00e9conomique et dans la lutte contre la crise climatique, la R\u00e9publique D\u00e9mocratique du Congo a mise en place un cadre l\u00e9gal qui d\u00e9termine le r\u00f4le de chacun des acteurs. Et c\u2019est dans cette optique que la gestion participative des for\u00eats a \u00e9t\u00e9 prise en compte par les r\u00e9dacteurs du code forestier. Elle est au c\u0153ur de la gouvernance du secteur forestier. A cet effet,\u00a0 l\u2019article 5 de la loi n\u00b0 011\/2002 du 29 ao\u00fbt 2002 portant code forestier dispose nettement que\u00a0: \u00ab\u00a0tout en confiant au minist\u00e8re en charge des for\u00eats les pr\u00e9rogatives de gestion, d\u2019administration, de r\u00e9glementation, de surveillance et de police des for\u00eats, la loi l\u2019oblige \u00e0 impliquer constamment non seulement les autres acteurs \u00e9tatiques dont les attributions peuvent avoir une incidence sur le secteur forestier, mais aussi les acteurs non-\u00e9tatiques, op\u00e9rant dans le secteur de l\u2019environnement\u00a0\u00bb.<\/em><\/p><p><em>Cependant, il y a lieu de noter que nonobstant sa cons\u00e9cration dans la loi, la gestion participative des for\u00eats en R\u00e9publique D\u00e9mocratique du Congo appara\u00eet comme un slogan sans effets concrets. Concerned about this important natural wealth and the role it plays in socio-economic development and in the fight against the climate crisis, the Democratic Republic of Congo has put in place a legal framework that determines the role of each of the actors. And it is with this in mind that participatory forest management was taken into account by the drafters of the forest code. It is at the heart of the governance of the forest sector. To this end, Article 5 of Law No. 011\/2002 of 29 August 2002 on the Forestry Code clearly states that: &#8220;while entrusting the Ministry responsible for forests with the prerogatives of management, administration, regulation, surveillance and policing of forests, the law obliges it to constantly involve not only other State actors whose attributions may have an impact on the forestry sector, but also non-State actors operating in the environmental sector.&#8221;<\/p><p>However, it should be noted that despite its enshrined in law, participatory forest management in the Democratic Republic of Congo appears to be a slogan without concrete effects.
